A DcL is a Directly-connected Legislature, abbreviated DcL and pronounced ‘diesel.’ It is a legislature open to every legal voter in a given jurisdiction, where every member can vote on every bill and every resolution, with a system of revocable delegation and proxies that the voters control. They will be able to arrive at majority decisions because they will enjoy the four parameters that are needed for actual democracy:
